Born in 1970 in Çanakkale, he completed his primary and secondary education in Çanakkale and his higher education in Izmir in the field of Economics. He started his doctoral studies at two different universities in Ankara and Istanbul and completed his PhD at Utrecht University in the Netherlands in 2000. In 2001, Bulut assumed the role of Assistant Professor, followed by a promotion to Associate Professor in 2003, and further ascension to the position of Professor in 2008. In 2012, he was appointed as a member of the Council of Higher Education (YÖK) and has since played an active role as a member of the Board of Directors and the Supervisory Board in numerous public and private institutions. His intellectual pursuits are well-documented through the publication of books in both Turkish and international publishing houses, alongside articles featured in many national and international scholarly journals. Prof. Dr. Bulut is fluent in Bulgarian, Arabic, Dutch, and English, and currently serves as the General Editor of the ADAM ACADEMY Journal of Social Sciences. Moreover, he holds a prestigious membership with TÜBA. In his personal life, Prof. Dr. Bulut is a devoted family man, married with three children. In recognition of his exceptional accomplishments, he was appointed as the Rector of Istanbul Sabahattin Zaim University in 2022, a position he assumed with great distinction in November 2013.
